The advantage of pulse modulated lighting is the reduction in the LEDs power dissipation, thus prolonging the life of the battery or increase the perceived brightness. The increased efficiency or brightness depends on the LED material. Light output for GaP and AlGaAs can be higher with pulse drive than with DC current. However, AlInGaP LEDs do not show such increase in efficiency.
Permissible pulse forward current varies depending on LED material, packaging and driving conditions, therefore you should follow the specifications characteristics diagram (example illustrated below) or absolute max rating chart.
